Well this is something that we definitely struggled a bit with, which we received as part of a large lot of USGI bring back items several years ago. It appears to be a small pennant flag (wimple), possibly for a vehicle, which was custom made to represent a specific unit. It has a white field with a red border around the outside, and a small black "static" swas (hook cross) inside a red square border in the canton.
